1998 4Runner Keyless entry/alarm help

1998 4Runner Keyless entry/alarm help
I just bought a 1998 Toyota 4Runner and it has a remote thingy but its not working. The old owner is hard to get ahold of and takes FOREVER to respond. He did say it had a remote at one time. I've tried everything. I'm starting to think its not hooked up though. When you push the little green button underneath the seat, it beeps 3 times fast and the blinkers flash. The 4Runner has a cattle guard thingy with PIAA lights but the PIAA light switch is where the alarm thingy used to be, I THINK. The alarm thingy is above the emergancy brake. Maybe thats why the guy quit using it? I've read Bobs article thingy and all kinds of codes and yeah. Can anyone help me?
