03 Taco wont shift into 4WD

03 Taco wont shift into 4WD
I got this 03 Taco that makes a clicking noise but won't shift into 4 when I hit the button or shift into low range. Everything is connected right. No fuses are blown. No 4X4 light. It's had a hard life of wheeling. Any ideas what I should check first. Thanks.
