Trouble with 76 drum brakes

I'm putting my rear end back together and the brakes are driving me nuts. Near as I can tell I have them reassembled properly (took pictures before) but the forward facing shoe is rubbing on the drum. I've reset the adjuster but it still runs. E-brake is disengaged. Could the cylinder be engaged somehow? The brakes still need to be bleed.

Are these all brand new parts? did you also buy new drums?

I had a similar issue recently and I ended up just putting the old pads/drums back on. There was no adjusting I could do that would allow the wheels to spin after everything was installed.

With drum brakes the shoes are supposed to lightly rub the drums even when they are not applied.
Proper adjustment involves:
#1 loosen the parking brake cable adjuster
#2 make sure the brakes are assembled properly (all return springs in place and the adjuster backed off)
#3 with the drum installed reach through the adjuster slot in the backing plate with a brake adjuster spoon or similar tool and tighten the brakes until they just begin to rub on the drums.
when doing this you should hear the adjuster lever ratcheting when you turn it in the correct direction, it should not allow you to back off the adjuster without pushing the lever away from the adjuster wheel.
if you go too far you will have to remove the drum and back off the adjuster or reach through the adjuster slot with 2 tools, one to push the lever off of the adjuster wheel and one to back off the wheel.
#4 adjust the parking brake cable until you get about 8-10 clicks when pulling the lever.
#5 apply the parking brake about 10 times to verify the adjusters are as tight as they should be.
#6 make sure you don't have a brake dragging (this will overheat the drum and warp it).

If any part of this doesn't work out like it should stop and check everything, place a shoe inside of the drum (loose on the floor or a table etc.) and make sure they are the proper diameter to match the drum.
