02 3.0 Highlander

So I've been having misfire code issues. I really wish that I could cut and paste all the information that I posted in Toyotanation. I've swapped coils to different spark plugs no code changes. I've injected new coils into the system which only causes P1300 to 1325 codes and once I remove the new coil out of the system and put the old coil back in I'm back to just having miss fire codes. The last thing I checked tonight was checking the voltage on the blackwire on the coil plug and it was reading very high ratings from 13 plus VDC to as high as 1900 VDC. I moved the test probe from coil number 4 to coil number 6 and was getting the same readings. Then I moved it to coil number 2 and got the same readings. On a whim, I checked the blackwire on number one coil and it was steady at 13 plus volts and never got higher than 14. I've had a few suggestions to replace the grey ignition noise filter. Any help with this would be greatly appreciated. I've been down for about a month now.
