Strange arcing/buzzing from part above fuse box?
Hey all... I changed the spark plugs on my 96 tacoma this morning (bought it two weeks ago at 98k miles)....
I hear a strange arcing or buzzing noise coming from the part just above the fuse box... It's like there is a short or something, every 7-10 seconds I hear this buzzing, which lasts for a half second or a second.
It seems to start shortly after the car is shut off, though I did hear it as soon as I popped the hood to do the plugs (yes, before I'd done anything to it, so I'm reasonably sure I didn't screw anything up)....
The part it's coming from is in the pic below... Again, it's just above the fuse box, and has some electrical and "vacuum" lines in and out to various parts...
Any ideas what could be causing it, or even what part this is? It's not identified in the haynes manual... I had the truck at the dealer for some other service on Tuesday, and had not noticed the noise before that... This morning is the first time I've popped the hood since then.

There's a TSB to fix that "farting" noise. I have it, too. Everytime I go to the dealer to get a part, I forget to pick up the TSP part.
I don't remember what the part number is, but it only costs ~$8. Maybe someone can help me out?
