Black Spots on Window

My search results didnt really turn up anything so I'm gonna ask.... How do you get rid of those black water spots on your vehicle? I've heard using a newspaper and windex will take them off but that didnt work for me. I've used water and vinegar, no dice there. So any help would be greatly appreciated!

Try super fine steel wool with a lubricant. I think windex will work ok.
