OBD Won't Connect - 03 Sequoia

I have an 03 Sequoia Limited. Never had any problems with it, but took it in to get inspected this past weekend and they said they couldn't inspect it because the OBD wouldn't connect to their system. They said they checked all the fuses and that wasn't it. I called a mechanic buddy of mine and he asked if any of my power outlets were not working. Sure enough, the dual power outlets by the passenger seat were not working. I found the blown fuse (liars!!) and replaced it. I drove the mile back to the shop and had them try it again, it still wouldn't work. Checked again, blown fuse again!! My friend says that I probably have a short in the power outlet fixture and to basically unplug them, replace the fuse and try again. For the life of me I can't figure out how to access them and unplug them. I'm a semi-novice. I change my own oil, I do my own brakes, I replaced the rear handle, etc... but dealing with electrical I don't want to screw anything up. Any insights how to access and unplug those two power outlets would be appreciated, or any other solutions to this problem. Thank you.

eharlo, dunno if you fixed it or not yet, but check your grounds, especially the one on the intake next to the diagnostic plug in the engine bay (if it is a 3.4) had the same problem with my brothers taco, all it was was a ground issue.
