low beams don't work

I’m trying to trouble shoot a no low beam issue. I cannot find a wire diagram anywhere. There seems to be a short on the low beam wire to headlights. The fsm indicates that pin 12 on plug to switch is for high beams and pin 9 ground 3 low beams. 12 goes straight to head lights 9 to ground and 3 is to ground too many grounds or is the fsm wrong and i'm I reading through the high beam indicator light ?

Might help if you mentioned the year and model vehicle in question.

But in general, the headlights are switched ground, that is they have a constant 12 volt supply then the headlight dimmer switch connects either the low or high beam filament to ground to turn them on:

So yes, the headlight switch will have a ground connection then one to the low and high beam wires. The high beam indicator is actually wired to the low beam wire.
