Controls - yes, check the bulbs, sounds like they gone. autolumination.com has LED bulbs for this.
HID - XenonDepot.com is selling one of the best conversions. I have 10 kits from them on 3 trucks and they working great for over 5 years.

Never mind I looked at google and it says that 94 Toyota Pick-up used sealed beam H6054 headlights. Those lights doesn't have interchangeble bulb as hole reflector/housing is to be replaced. In your case, I'd look for some rectangular headlights which will fit your truck and have replacable bulb, then will buy the HID kit for this style bulb.

Like Alex said, you need replacement housings. Look up h4 conversions for a 6054 bulb.
Tofer just signed with an HID lighting company. I remember a post that said he could get a set for $90 a pop.

RETROSOLUTIONSLLC.com is a great place, lifetime warranty and the best customer support out there. they have all bulbs sizes, and colors. they offer 55w, 35w, and adjustable output also. Their DIGITAL sets are a little more expensive than their NightVision sets, but they come in both 35/55w, and they come in more color options. They sell all the necessary relay harnesses and they sell LED bulbs too. Great place
