Fan Switch Problem ...HELP...

In an 87 4Runner, my vent fan only works on 3 and 4. The first 2 settings are dead. I have replaced both the switch and the relay with no results. What else is there?!?!?

I just helped a friend fix this same problem on his truck today, his blower would only work on high, replaced the blower resister and it was good to go on all settings.
