'93 Truck Headlight Issue.

High beams in this truck never worked. ('93 Truck, 3.0 5sp) Went to install new LED headlights and ran into a problem.
After hooking them up and testing them, we only had brights. We could flash the brights and toggle them on but no low beams. We checked fuses and relays and they were good. Started tearing stuff apart to get to the wiring around the steering column and the harness there and check connections but I'm pretty stumped on what it could be.

Check the way the new LEDs are wired in. Sounds like the low beam side isn't connected to the wiring correctly. It could also be that the Toyota system is switched ground, and USUALLY, LEDs are switched hot. Could the switching be in error? In the LEDs wiring.
Check the stalk on the steering coloumn. It's switch contacts are right out in the open. Sometimes the little brass arms the contacts are on get bent over time. Could it be the low beam contacts aren't making, or the high beam contacts are constantly making? Just a possiblility.
