Obviously you live somewhere that it doesn't snow. I live in Northern Canada, so I guess I'm somewhat of an expert on the topic of snow. I also work on an ambulance and have had a fair bit of experience driving on crappy roads with idiot drivers ... and yet I've never been in an accident. So why is that? Because ice doesn't just appear, there's usually a bunch of snow laying all over the place that should set off the "I better slow down" voice in the back of your head.

As far as the no ice in the parking lot comment... I don't think you'd like the cost of having that many people/snow plows on stand-by all winter. I'd much rather pay less on taxes (even if that means other people pay more on insurance).
