poor air flow from the vents

so im getting poor air flow out of my vents doesn't matter which setting its on defrost, floor main face vents even with the blower fan at high speed. I checked the voltage going to the blower fan and im getting 14v with the vehicle running. I removed the blower fan for inspection and all looks ok swapped out with a new one seeing how it looked oe and still same results. trying to figure out if theres a way to find a leak in the hvac box itself. when I have it on vents for the face I tapped of all the vents and noticed air blowing out of the little vent below the steering wheel. it does not have a cabin air filter and air flow speed doesn't change if its on recirculation or fresh air. truck is a 93 pickup extra cab with a 3.4 swap.

Are all your linkages moving freely and connected? The ballwarmer duct your saying is blowing pops off pretty easy, might pull the underdash off and make sure all is connected. I would be looking for a disconnected duct through the system, if your getting full blowing speed and you have no obstructions in the fan/blower motor might be a simple solution

Air system refurb is not for the faint of heart..

Originally there was a foam filter on the cabin air intake. And in the cowl there were plastic screens. The heat exchanger will eventually fill up with debris and things. They were also foam gasket on the air doors.

Dash out, vents out, clean and seal everything.
