Intermittent cold starting failure- electrical

My mom's friend has a 1990 Toyota Camry with the 2VZFE V6 motor and automatic tranny in it. On cold mornings (just in winter), she turns the key, and nothing happens. The starter motor, and the ignition switch have been replaced.

I think it may have something to do with the starter relay or the neutral safety switch. Might I be on the right track? Why might cold weather cause electrical issues? What else might it be?

This woman said that if I can fix it, the car is mine when she gets a new car. It is worth the same as one rear ARB locker and onboard air at least, so that's at least part of the incentive. Mostly though, she's a single mom and I am doing this free, so if I can fix it, it saves her a ton of dough.

sounds like you've got it narrowed down. Tell her to try neutral or maybe go P-L-P when it acts up. That should test the switch. I had a bunch of problems with my 1977's NSS.

Gotta wait for some more cold weather to test this out as now, its acting fine.
