help 85 4runner tailgate latch loose on one side

help 85 4runner tailgate latch loose on one side
it looks closed,but is loose.would it keep the window switch from goingup or down,and key?motor definitely good,took switch apart and cleaned.i can get it to go up and down only by grounding and touching wires on bottom of switch.this bites!!!!!
