Condensation or HG?
I dont know if im being paranoid here but there is the white oily substance on my oil cap. Im not losing coolant or oil and the oil on the dipstick is clean. I get a lot of white smoke out of what is left of my exhaust when i first start the truck up for a few minutes until the engine is warm, that happens in warm and cold weather. 4runner runs like it always has, lacks some power, but it is the 3.0...uses a little more gas than I would like it to, but I havent seen any changes in that. Is this a head gasket issue or is the cold air and the hot engine producing condensation, making the white oily stuff on my oil cap?

I have the exact same thing in my 22r, exactly like you except I'm losing some oil & a little coolant.

Try cleaning the cap and seeing what it looks like after a days driving. If it is a leaking HG it wont take long to get the milkshake back under the cap.
If it stays clear for a couple of days then its probably just moisture getting into the system.
Might try pulling the spark plugs and seeing if one looks more clean than the others. Being a minor leak though they might all look the same.
