I have been looking around I cannot see where to upload a avatar picture. I know how to resize my picture if I can figure out where to upload it.

 

Find the User CP(Control Panel) on the home page or on the shortcuts bar above the new Search box at the top of this page(or by simply clicking on the words "User CP" here or at the beginning of this sentence as I've made them links to it too).

Then under Settings & Options select Edit Avatar(again, clicking on those words here will take you there).
