What is this part?

Ok I bought a 91 2wd Base Pickup to swap over fuel injection to my 90 2wd this weekend. The head is off and all associated pieces connected to the head. Everything was zip locked and labeled very well in boxes that came with the truck. However this piece was not.

What is it? I spins slowly and there seems to be a bearing of some sort inside. Does this even belong on the truck? I've not seen it on mine anywhere. Thanks.

It was a cable pull type spare tire winch.

It's an original factory installed part, but it looks like its damaged, or broken,

I don't see the cable.

Other trucks use a similar winch that uses chain instead of cable. I have Toyotas that have both types, depending on model year.
