Vacuum switching valve

Is it necessary for start up?

Which vacuum switching valve? And it also helps if you add more info; model, engine, year, etc

Sorry still new. 90 extcab 4x4 3.0. the vsv for the purge canister.

That VSV should not affect startup. It is likely only active once the vehicle has warmed up and the ECU has switched it on to pull gasoline fumes from the charcoal cannister.
