Vacuum parts missing? Need help!

Vacuum parts missing? Need help!
What is this in the middle?
And where does it go?
I have a '95 and I, uh, seem to not have these parts, the two ports on the manifold are just plugged... I don't know enough but can someone help me out, pics of my engine tomorrow...

I think I determined what I am looking at, it is a vacuum connection for the Air Control Valve that a truck with PS would have. What is the adjuster in the first picture? And is this correct? Without power steering I should not have these parts?
