Tool Rack question

Ok this may be a dumb question but please bare with me I am still new to off roading. There is another FJ owner who has his Hi Lift and Shovel mounted all the time, Is there something to this? I thought it was basicly bad to keep all your tools in the weather 24-7. I keep mine stored untill I need them.

Keeping them stored is a good idea (and what i do) but there aer also those that always want the mounted and/or have water "proof" models. Either way all they will do is rust out some if they are cheap. If you get good ones i have seen them mounted for years with no problems (save a little rust).
