Rear License Plate Lights - Rusted

I need to change the bulbs for my plate lights. There is only the memory of some screws left in both lights under the rust. I tried soaking them, using an extracter, etc. I don't want to drill them out because they are so small. I don't want to destroy it. They are kind of hard to get at because of the angle and they are attached to a flimsy piece of metal that bends as soon as you apply force.

Anyone know of another way to get at them? Or any suggestions on how to get them out?

Or a mod that I can do to get a new plate light in there? It's only a matter of time until I get pulled over for it.

It's on a 99 4Runner.
