P1600 Code

P1600 Code
1996 Toyota Tacoma is throwing a p1600 code... 
I have no idea what to try or what to fix... PLEASE help.
I put a new battery in it about 2 weeks ago and before that it seem to lack power at times. When i put the new battery in it helped for about a week then it all went down hill...
