Mysterious alarm system component

While running my speaker wires back toward my head unit, I stumbled upon this strange little black box with lights on it.

On the back is a label saying: "Crimestopper Security Products, Inc.", the model name "CS-95", and a production date in May 1992. I think I found it in one place online, but the picture they give doesn't look like what I have:

My questions are: What is it? What does it do? What parts is it missing? Is it worth keeping? Any help you can give would be great!
