Laws in Arizona reguarding mud flaps and wide tires on 4runner

Laws in Arizona reguarding mud flaps and wide tires for 4runner. I heard something about "open wheel" law. I need to know the specifics so I can buy some fender flares and mud flaps (if the law require) before I get my rig painted. I will be installing 15x10 with 2.5 backspacing rims...so they will definately stick out. (plus I tore off my old bumper that had the factory flaps cuz Im getting a tube bumper)

And so far from what I have got from my research is that because its not a truck the laws are different (at least here in Arizona) I dont want to spend money on some fiberglass fender flares.

Not sure if you found what you're looking for from the oh-so-helpful post above, but the mudflap laws do apply to a lifted pickup in AZ. The way that I understand ARS 28-958.01 is that any pickup that is lifted has the same requirements for mud flaps as a semi, trailer, whatever. They're supposed to be no more than 8" from the ground, and I'm not sure about the horizontal clearance from your tire, but it should probably be about the same (8"). Fyi, I do know of multiple people who have been ticketed for this. DPS officers in AZ tend to be... how should I say this? Less than friendly.
