Just the lower valance?

Just the lower valance?
I know it is possible to change the bumper and valance of a 96 to the 99 but i was wondering if it was possible to use the 96 bumper and the 99 valance or it you must also change the bumper. I would like to use the 99 valance because of the fog light holes.
