help with vacuum lines

help with vacuum lines
1992 4runner v6 4x4 3v-ze
Not the best pics, but hopefully someone will know what these are...
The first one is the plugged line I'm currious about, it t's off of a bigger one that goes to the circular valve below (pic #2) Its on the passenger side of the engine compartment. The hard line it connects to goes above the valve cover and then from there I'm unsure.
The third is on top of the throttle body, are either of these meant to be plugged? If not, where do they belong?
