Help it's killing me a fuel bath problem

Hi, I have a 1992 4Runner with v6 automatic 2 wheel drive. There is a solid line end that is located just under the large rubber hose that attaches to the intake plenum on the passenger side and when I start the vehicle gas comes pouring out of this solid steel line. The line is welded to another line but has a spacing type of bracket on it. I assume it is a return fuel line i guess but I'm not sure what hose or line I hook to it. The 4Runner starts and runs but it's pouring out gas from there like crazy. Any help please and a picture of what line I hook to it would be greatly appreciated.
