headlights problem

I'm not sure if this is the right place to post this, but I am having issues with my headlights. When I turn them on, my high beam indicator comes on, but no headlights, and when I put it into high beam mode, my high beams come on.
It is a 1989 4runner, so if anyone could give me some advice on what I need to do, that would be much appreciated!

I had the same issue on my 1996 4runner, turned out to be the headlight switch/turn signal lever. I just replace with aftermarket that i found on ebay for 40 bucks

*edit* - or what he said ^^^ *

I'm thinking that both low-beams are burnt out and the high beam indicator is somehow getting feedback through the headlight selector switch. I would suggest pulling the lamps out and visually inspect them. Burnt out low beams should be pretty obvious. If that's not it, then you have some other electrical gremlin. Does it have DRL (daytime running lights - a Canadian thing)? That info might help further troubleshooters if it's not the low beams.
