Unfortunately you are going to have to drop your fuel tank and inspect/test your fuel level sender. If you run your fuel down as far as you dare before you start you will have less weight to deal with.
when you get it pulled out remove the fuel level sender from the tank and reconnect it to the truck wiring and see if you can move the float all the way through it's travel and if the fuel gauge reads empty to full.
My suspicion is that the arm holding the float isn't bent right and the float is contacting the top of the tank before the wiper on the resistor gets to the end of it's travel and on the other end the resistor is the limiting factor for down-travel of the arm/float.
It may be easier to just get a new one, but I would verify that you can get the full range of readings from it to be sure it isn't the gauge.

Ok so I did the service port by cutting an area under my back passenger seat then removed the fuel pump to have a look at the float arm. I used a metal hanger to pull up on the arm and it's not touching the top of the tank. But I didn't hold it long enough to see if the gauge moved to full. But knowing that it doesn't touch the top of the tank I filled it to full (till gas poured out the side) and still same results. Alittle over half at full tank.

.
the last part of this is the important part, it takes quite a while for the gauge to catch up with the float position.
