yup, no doubt about it. I'm thinking the center that slips over the snout is pressed into the rest of the pulley and has slipped making it nearly impossible to see. They should have employed some kind of timing marks on the two pieces.

 

Hold the bus....the shield is removable. It came right off so it doesn't prove anything to do with slipping. Still don't know why the notch and key don't line up.
