Coolant bypass?

Coolant bypass?

I have a 1983 Toyota 22r. I swapped timing covers and I don't know where the driver side coolant bypass tube went. I don't know if the old cover had a blockoff plate on it or what. So I went and found a new tube, but there's nowhere for it to hook up. This is for the heater? Can I cut it short and weld it shut and use it for a block-off? Or can someone tell me where the missing hose that connects to this tube usually runs to.
