Blown EFI Fuse

I own a 93 4Runner 3.0 A/T, Went to start it up ,heard a clicking from the what I believe was the EFI relay ,I found the 15 amp EFI fuse blown, swapped it out turned the key on and the fuse blew again , cked the wiring for obvious damage ,loose connections etc, tried again and blew again , any suggestions on were to start would be very helpful , Thanks

Not sure if the 3.0 is the same but I had a couple 22RE's do the same thing because the wire to the O2 sensor was touching the exhaust pipe.

Melted the insulation and shorted.
