ABS issues...need to get this fixed asap!

ABS issues...need to get this fixed asap!

2000 4Runner 3.4L. Replaced all 4 brakes, calipers & master cylinder. Bled all. ABS pump isn't priming. ABS isn't throwing any codes.
All I get is 3 clicks coming from ABS actuator area when key is in ON position.
I did not use an ABS bleeding tool...could this be the issue? I'm hoping the actuator/pump isn't gone.

Well, I think i may have figured it out. I also replaced the CV axles at the same time. There were no ABS tone rings on the new axles, or on the old ones. Upon further inspection, it looks like the old tone rings broke and fell off. Ordering new ones today and will update. Hopefully this helps someone else!
