'99 4Runner LTD 4x4--upgrade options on a budget

I am currently new to the whole decking out my rig. I would like to know where I should start. Need new shocks and struts and eventually would like to add a suspension lift around 2''. Not sure what brands to be looking at and where. If anyone has any advice, I am open to any suggestions.

Ultimate goal is to add lift, new tires, bumper, winch, etc. Primarily looking for something on a college budget but will get the job done.

Do your lift when you do the shocks. It'll save you time and money and since the fronts are a pain to assemble, you're not going to want to do it all over again. Plus, you'll need to get it aligned twice if you do it in pieces. The Billies are very nice shocks, but if your stock coils are saggy and shot then they should to be replaced. You can save $$ by not buying adjustable Billies and just buying lift coils and non-adjustable, extended shocks. Thanks to the both of you. I'm beginning to look at shocks and bilstein are top on my list. I'll keep in mind the advice when lifting as well. I hope to keep it the cheapest I can.
