'94 22re engine power issue

So I inherited a 94 single cab 2wd 5s from my great grand father. I love him and wish it's in prime condition but he may have let a few maintenance checks slip. I can do a fair bit on my own but I'm having trouble figuring out this problem. When I start it up it will run fine. When I start going regardless of what gear I'm in it will run my rpms up then with the throttle pedal still pressed in the rpms will drop. It will cycle back and forth through this until it's turned back off. My dad says it could be a carb issue but I haven't had the chance to check. I'm hoping someone on here might know a bit better as when I take it to a mechanic it miraculously has no issues.

Like I said, I inherited this truck and I'm not the most knowledgeable of the model. Did the 94 trucks not have one?

No carbs in '94. At least not in US models, I think. Electronic fuel injection.

With a service manual, you can do a tune-up on this truck, that will go a long way towards troubleshooting any issues it has, and give you a leg up on how it functions.

Plugs, and ignition components, valve adjustment, stuff like that. It does sound like it might be a fuel issue. Did this truck lay long without being run??

But wait, I have assumed it is a 22re, but maybe not??? A 6 cyl 3vz-e???

I do actually have the service manual lol it's definitely the 22re and yeah it sat for a minute. However, when the issue started I sent it to a mechanic and he said there was nothing wrong with it and supposedly checked everything. He changed the fan belt lol originally I thought maybe the fuel system was bad myself.

Automatic transmission?
Check the air filter yet? Easy...no tools needed.
Check engine light on?

Any records of maintenance?
