I have a 1990 4runner 3.0 that sputters and smells like its running rich at low rpm, if you open up to 2000 rpm it smooths out and runs smooth, ive tried new ngk plugs, new wires, dist. cap, rotor, coolant temp sensor, egr seems ok, ive tried spraying vac lines with start fuid didnt find any leaks. im out of ideas. any help would be appreciated. i just bought it so havent driven much. brake pedal is hard could there be a hidden vac problem or something else. thanks

 

Thought it smelled rich but started thinking not enough fuel, pulled gas line off regulator and turned motor over,it had a full stream,should have said i cracked open cold start line it just had a drop of fuel no pressure, motor wasnt on just seeing if it wsd holding pressure. should it build pressute before it comes out? is it regulator problem or pump?
