Bought pickup for land use 2 years ago. Did work fine in mud, etc. Had front brakes redone and new front bearings last week. Next day went to land and tried to lock front hubs(turn about half turn to lock to arrow) and both hubs won't go to lock, go about 75% turn only. Any suggestions what the mechanic did wrong? Do you think the wheels are locked by turning as much as I could.
Any help will be appreciated. Thanks

are they aisin manual hubs with the red dial?

 

Probably just put them on in the wrong orientation. I always give mine a try before completing the install (put a couple of bolts in loosely and make sure they lock and unlock fully):
