87 22R hi idle not kicking down until...

I have an 87 pickup 22R. My idle is high and stays that way until I let it warm up and then I turn the ignition fully off and then back on. When I turn it back on, it can barely idle until it starts picking up again and then presto. It runs at low idle. It does this even if I remove the electric choke from the carburetor. I still leave the choke plugged into its power supply though. I also, ohm'd out the red wire power supply to the e-choke w/ digital multimeter and it bounces back and forth from 2.65ohms, 17.12, 11.66, and then it starts all over again. if I leave it sitting for awhile, like 45mins to an hour, I have to go through the whole process again. Anything come to mind?
The pics are of the choke removed while vehicle is running. And, the other is simply the choke being tested - from power wire to negative battery terminal.

There is a high and a low idle adjustment screw, have you tried those?

Yes. I have set the proper hi and low idle. I also replaced the BMSV and the thermostat for coolant flow. I wanted to eliminate them as possibilities.
Even when its warmed up for a long time the temperature gauge at the odometer reads low (clue #1), and when I shut it off and turn it back on I can hear the thermo valve next to the MC valve buzzing (clue #2). The plot thickens.

I tested the auxiliary accelerator pump by clamping the hose and then seeing if it squirts fuel into the passenger side of the carb and it did not. Then I started it, clamped it, turned the motor off, then released the clamp and, it didnt squirt fuel. I applied vacuum to it while it was running and it sort of responded to the vacuum. I did notice that the time for it to kick down was within minutes after having messed with it (clue #3). SO, I ordered the carb gasket rebuild kit. Im going to replace the main and sub gaskets to the AAP. I'll post the outcome in a few days.
