85 yota truck, carb problems

Is there a linkage or a rod that helps kick in high idle? I think im missing something there. could someone help point me in the right direction of what to look for?

please read the above given link. http://www.bluebassdesign.com/boonin/carb_faq/#ci The only thing that kicks in the high idle cam on the choke is the choke coil when assisted by pushing the gas pedal to the floor prior to starting. Or by manually holing the choke plates on the top and opening the throttle by hand.
