22r timing problem

Hello All;
My girl owns a '90 22r 2wd. that she has had for 24yrs. 1st engine went 400,000mi. Last year: new rebuilt 22r, 5sp., and 4 wheel disc brakes, 11-1/2" rotors.
Last month it popped #4 exhaust valve (reason undetermined). Valve repaired and head installed by local shop. Mechanic called me to come pick it up and said "by the way I adjusted the valves."
I asked what specs he set the clearances to? The response was; .0031" (intake) and .0039" (exhaust). I know that the correct specs. are; .008" (intake) and .012" (exhaust) w/option 007"-011".
When I questioned these specs the mechanic printed me the specs from his computer program "ProDemand" and said give it a hundred miles and see what happens. What?!?
Truck runs but not well and the valves tappets are LOUD. I parked it till I could check it out.

problem: The first thing I did was check the timing. The timing mark on the crank is at least 15 deg. advanced and the distributor adjustment is maxed out. Can only get it to about 5 deg.
Any thoughts or help on this would be greatly appreciated. I was planning on re-adjusting the valves myself.

Is this a carburetted truck, or fuel injected??
