22R Timing backwards?

22R Timing backwards?
Hi All,
So my kid is driving our '87 around. Long block from United Engines installed six months ago, absolutely no issues whatsoever. Anyway, he stops at the store, comes out, and cranks but no start. I get there and find that while cranking, fuel is spewing out of the accelerator ports on the Weber 32/36.
Put my hand over the carb and its blowing air out all right. Sucking air through the exhaust. It's crazy! I had him run the valves by the book. It's like it's 180 out but darned if I can figure out why. Was hoping a guru on here could maybe guide us in the right direction? Any help or advice is greatly appreciated!
