2005 doublecab sr5 tundra 4x4 issue

Hi ,
My Tundra will not go into 4x4. When I start the truck the 4lo light is blinking .When I hit the 4hi button the 4lo light stops blinking and the 4hi blinks.I don't hear the actuator engaging trying to engage like I did when I replaced the actuator years ago , that occasion I would hear the actuator trying to engage but this time nothing . I took it to a garage and they confirmed that there is power going to everything but they did not take apart the actuator . The issue started when my wife engaged the 4x4 while the wheels were spinning . It did go into 4x4 but once it was taken out of 4x4 it never went again . I took apart the actuator and some water came out but not much .I did remove the gear type thingy with the metal prongs ,it all looked good .I had a bit of a hard time getting it go back the shaft into the little gear inside. My questions is there a certain position that the gear /metal prongs should be ?? What else should you check .Ive checked vacuum lines and they are good .Im thinking I could of installed it in the wrong position or something .HELP
