2 issues on 1980 Pickup

I inherited my dad's old pickup and have spent all kinds of time getting this thing up and running and have hit another snag. While it is running great now, passed CA smog and everything, I'm getting 2, or 3, minor issues that I don't know how to solve.
The first issue is electrical. The fuse for the windshield wiper keeps blowing and sometimes while I'm driving the tail lights, blinker and all, go out. Then the lights will work again later. Any idea as to what may be causing these issues?
The second is that the RPM tach intermittently works. More often than not it does not work at all. But, occasionally, it'll work perfect. Any suggestions on how to get the tach working permanently?

The tail lights develop corrosion on the ground points they use, right behind them. Pull the tail lights off as a unit, one corner at a time, and ensure the grounds are clean and shiney. No corrosion. The ones in back are the worst for the corrosion, but the fronts develop it too.
I don't know right off just where the tach picks up it's ground, but I'd wager that's the problem. Might be it just needs ground strap installed, or repaired, someplace.
