1998 RAV4 rear spring bumper loose!

Hi, folks,
A friend of mine told me about this forum and, of course, I joined. I have a 1998 RAV4 4WD. One of the rear spring bumpers (the thing that looks like a Kong toy for dogs) came loose and is rattling around inside the spring. I do not use the RAV4 for off roading, except to get to a trail head or compsite, and that is on a dirt road, not a streambed. I have 3 questions:
1. How was the thing originally attached? The plate on top looks sound, just rusty, but I think I could clean it off.
2. Can I just glue the bumper back up there, and if so, what do you suggest I use? I was thinking Marine Goop. Or is it better to just replace it?
3. Do I really need it if I am not offroading?

Its called a bump stop. And nobody here knows anything about rav4s.

A bump stop is for when your suspension compesses it hits the rubber bumper instead of harshly bottoming out. Yes you should have it. If you post a pictures of it that would be good otherwise we cant tell you how it attaches. And, no, you should not glue it on.
