1992 22re Iac valve hose connection

I have a 1992 4x4 22re engine that is idling rough when brakes are applied at stop signs. I am replacing the hoses to the IAC valve, but the intake hose to the IAC originates next the the thermostat housing and I do not know if that is a port or a sensor it connects to, and do I need to run a pipe cleaner through it to clean it out or not. here is a pic with the connection marked with white tape

It can`t hurt to clean it but will cleaning just knock the dirt loose so it falls into the waterneck??

Was the cooling system neglected so it is full of rust .

If that is a coolant port it should just be a nipple unless someone has been patching things
