if like the '04, there are no blower resistors. Fan is controlled using PWM, an electronic form of DC speed contol. have blown through a couple of used ones, and yes brand new are quite pricy. I would suspect the contoler is junk. Trie a used one first and see if it cures the problem. I had a noisy fan that would work if I banged it, replaced it with a new one, and then started having issues with the BMC, currently have the blower grounded to the pass seat rail and have either off or full speed ahead. May try rebuilding the BMC since I have 3 dead ones now. There is 1 large power transistor in it and would run maybe 20 bucks to order it and solder it in. Will post after I get to it.

I had the same problem. Your post helped me fix it. Un hook your resistor conection wire next to the blower motor. Use a small wire to connect the first and last leads on the resistor wire. Turn on the car and air to high and if it only blows on high now you have to replace the resistor. Found one on ebay for $25.

Motor Blower Control >not a resistor!

Please let us know how long the $25 control last. I have gone through 3 so far, two worked for a short while, weeks to months, third one not at all, but could have been bad from the get go. These appear to used on at least Camry Prius Tacoma and 4R. It is a Denso product look like this:



As I recall the the blower take 12V+ and the 12V- is varied by the PWM.

So i am living on full High or full Off only by running a heavy jumper from a ground lug on the passenger seat bolt (also feeds the under seat stereo amp) to the negative terminal of the blower motor.
So the fan 12V+ is switch on or off by the climate control and the 12V- is converted to pulsed DC by the PWM module. I have confirmed this visually with a scope, and seen the frequency of the pulse change on the input wire of the module.
