Yes. Vacuum leak would do this. A clue is that pressing on the brake changes the idle as the brake booster changes the pressure.

Last night I cleaned the water temp sensor with a plastic brush and some brake cleaner as well as increased the stud length on the screw from the TB to the plunger.
Today in traffic i've been mostly seeing idle in the 900s. I still got shakes in the 800s range at the lights.
Now on the way home, same 900s. However in stop and go traffic there was a moment when I was working the clutch, gas and stick. There was a clunk, a jerk and all of a sudden BLAM, 1200-1300 range. Something did something. Pretty much from that point on the idle was high except when I hit the brakes.
Once traffic opened up it was hard to tell. I didn't notice anything different and when I got home I wasn't paying much.
A lot of my parts and sensors for my rebuild 2.0 came from 22reperformance.

ecu temp sending unit
I used this as my reference for my 87.
My buddy did a smoke test. Only smoke came out of the air box and the top of the EGR top.

The IACV works, well at least from what I posted.
I am back from LA and here are my results:
Everything acted "normal" compared to the last time I went weeks ago. I can only report that the idle held at one point 1300 RPM when I got there. The rest was about 1100 RPM.
I've replaced the TB screw and installed a new K&N air filter. The screws on the intake plume seemed loose as I hand tightened them haven't checked the rest on the block. Tightened the hose clamps on the intake.
Last night after "business" I started the truck and the idle was low. Gave it some revs but pretty much stayed the same. I ended up turning up the idle screw a whole turn and of course the idle went up to 9-1k RPM. When parked on a hill/incline the truck seems funny (hard starts, ruff idle). Cause?
Today on the way back I was at 1100 RPM. No sticking, no jumping, just too high IMO. Not normal in my books.
The hell is causing this?

So many possibilities here including the ECU and associated wiring bus. I know you did the temp test on the Air Control Valve, but I'm thinking that is such a common thing with that year it still can't be 100% ruled out.
Parts behave differently in actual under-the-hood conditions
I think if I were you, I'd take it to a trusted shop. The shop I go to will swap in parts during debugging, and if it does not work, they'll take it off as a return and only charge me for the small amount of labor - so it ends up being cheaper.

Yeah I hear you, man. I'm taking it to my buddies next week to adjust the valves, I'll bring up the idling and the throttle feedback. Hopefuly he can find something.
As for a trust-worthy shop, there are not too many in my neck of the woods. I'm only free on the weekends and most are closed at that time. If they are far from me, it'll be hard to get a ride back.
I'm in Nor-cal. The only shop I heard is Yodaman, but that's an hour and a half away.
