What do you know about timing?

Hey all, been a while since I've been on but I need some help and this is the place.

My truck is a 89' with a 22re. Recently it has not had power like it should. It runs but hesitates very badly under throttle.

I've been checking various things. It has spark, it is getting fuel.

I put a timing light on it today (jumped TE1 and E1) and the truck was not even on the marks. I loosened the distributor bolt turned the distributor the whole way and the light was showing 12 degrees before. With TE1 and E1 not jumped the timing did not change.

What would the reason be that I cannot get to 5 degrees before?

I checked TDC for the #1 piston and it is correct, although when at TDC for #1 the bright link is not lined up with the dimple on the cam sprocket. Not sure if that matters or not.

Distributor is off a tooth. Pull & rotate one tooth to retard & check again.

same thing on mine, I just timed it by hearing, timing light actually said it was 30 degrees advanced, timed it like the book said and it was weaker than pond water but the way I timed it, it had llots of power

Is there any chance the timing chain could be off a tooth or two? difinately happened to me (I was the one who rebuilt the motor...)
