What is this ?

What is this part that the power steering supply and return hoses from the pump and also from the steering gear box go to ?

There is also 2 small rigid lines that go toward the rear of the truck.

All the power steering component drawing I find do now show this part.

ABS on a 1991 ?

Is ABS typically operated though the power steering system or is this the early days of ABS ?

Yes, ABS on a '91. '90 was the first year it was available on 4runners. Yours is probably only rear. I've never dealt with these ABS systems as the previous owner of my '95 removed the rear ABS at some point.

Not sure what the power steering has to do with it, but I know its part of the system.

There was 4-wheel ABS available, as well.
